----- o Exporter - Fix issue when exporting a mesh with a skin modifier that had bones that were not used. - Fix bug with normals introduced in 0.2.2 when fixing previous problem - Changed code to scale the mesh so that Reset XForm is not required - Added support for Bone LOD code. 1. Fix issue with exporting with user version specified. Oblivion CS will crash if not set correctly. 2. Fix issues with nif export in general around bhk ordering (ported over from gundalfs changes) 3. Civ4 Shader support for max 4. Numerous bug fixes to max.

Fix import issue with Morrowind by basically rebuilding niflib correctly and rolling back a last minute change that I made after misinterpreting one of Shon's changes. Added a staging area under Importer directory for the build intended to be submitted for a release.
